Hi Patrick, I agree with your analysis, and I also think that noble lies play a micro-level role in the study of revolutionary change. And the micro-level role is more at the base of the changes that need to be made gradually and focuses on people and people. And the noble lie requires two sides, the will of the leader and the will of the led. Like the benevolent emperor, you listed, if the emperor is not willing to lead the people, or the people are not willing to follow the emperor then the noble lie cannot be realized. A noble lie can only be called “noble” if both sides are willing to engage in or carry out revolutionary reforms. Those inside the walls do not need to know what is going on outside the walls; those outside the walls will not know what is going on inside the walls. In this way, revolutionary change can logically take place.
